DPW COMMISSIONERS MEETING

 

November 22, 2010

 

 

Present were Ben Bastianelli, Gene Fulmine Bob Demers, and Jim Kilcommons. Paul Whitman not present.

Meeting began at 4:30 p.m.

Payroll signed by the Commissioners.

A motion was made by Ben to approve the minutes of November 1, 2010. Seconded by Jim.

 

Stetson Heights:

Jim asked what progress has been made regarding Stetson Heights. Gene stated that as far as he knows no survey has been done yet. He will have to look into it. He will have to find out how it is going to be paid for first and Leah is coming in to meet the new members, the sludge lagoons at Station 4 and the bidding and implementation and over site of the tank maintenance program. At that time he will bring up the Stetson Heights/High Ave laying out of the water main and services and talk to her about the Swanberg Well Site as well. Gene will get in contact with her regarding December 1, 2010. The material from Monroe Street Pit will be used for this project for the time being perhaps between December 3 and December 5.

 

Gatra Bus Parking:

Ben mentioned that they want staging areas in the Recreation Parking Lot and the Mattakeesett Street Ballfield. Ben has a problem with the Mattakeesett Street Ballfield area. He feels that it will cause a problem because the ballfield parking area is a permeable surface and it is currently used on an intermittent basis now and if this parking is allowed for a permanent basis the gases and oils will saturate and will run in the runoff which will cause problems. Ben feels that there is another problem. He feels because there is no paving there that in the winter time, we would have to plow, sand it, salt it, that will also runoff. It would also become a hazard for the public with freezing ground. The Commissioners recommendation is that the Mattakeesett Street Ballfield is not a good place for the Gatra parking.

Gene mentioned that the person from Gatra will not be able to meet with the Selectmen tonight per a phone conversation with Hilary Wilson. It was going to be on the agenda for discussion with the DPW. Gene also mentioned to Hilary Wilson that the DPW is not in favor with the parking at the Mattakeesett Ballfield as it is not paved. Gene mentioned that they are in favor with parking behind the Community Center.

Brockton Power Plant:

The permanent withdrawal permit is 11 million gallons through DEP for Silver Lake. Brockton cannot exceed that. They will be heavily fined, etc. Gene has more information that they wish to use water from desalinization. They will be phasing it in. Ben wishes to keep a finger on this though.

Master Plans:

Ben asked if a Master Plan for the Mattakeesett Street Barn could be put on future agendas. A Master Plan for the Cemetery Department and the Tree Department should be established also.

 

Planting Plan for Cemetery:

It was wished by the Commissioners that a plan be developed for planting trees at the cemetery.

Cemetery Gates:

Ben asked where the cemetery gates are that were removed from the Center Cemetery. It will be looked into.

It was asked if Carol Ferguson is back. The Commissioners wish to know.

 

Pumping Report:

Ben asked if a graph could be set up for this. Gene is attempting to do a 6 month graph for the Commissioners.

 

Sanitary Survey:

DEP will be coming in for the Sanitary Survey for the Water Division on November 30, 2010.

They check records and check stations and tanks.

 

Pleasant Street/Swanberg Property:

Jim asked if there is any update on this. Gene said he will need some time to review reports, get total acreage, future exploration, etc. Gene mentioned that monies need to be gotten from other interested departments so the Water Dept. is not responsible for the entire cost of the purchase. Grant money, maybe CPA Funding. It would be a huge benefit for us to have a pump station in that area.

Meeting Date Change:

There was a motion made by Jim to change the meeting day and time to every Wednesday at 4:30 p.m. beginning December 1, 2010. Seconded by Ben. Paul Whitman is already in agreement.

 

Old Business:

1. Mill Street: There is a meeting at 7:50 p.m. tonight regarding this. This will be for the order of conditions.

Mass DEP reviewed application and wanted it amended. Carter did this.

2. School Snow Removal: We need to compile information for labor. Gene stated that perhaps the school uses 20% of the budget. The cost is approximately 1/3 of each storm that the school uses.

3. Budget: Rose is working on excel spreadsheet.

4. Traffic Lights: There is a Joint Meeting with the Planning Board on Wednesday, November 24. If the Commissioners wish to attend, please do so. The program seems to be the problem. Discussion continued.

5. Manpower: Gene and Bob are working on an overtime issue. The foremen do the overtime rotation. Ben suggested a list of criteria that are used. Gene stated that this is working on now. Ben mentioned perhaps an ABC system, then outside. A = primary guy, B = back up guy, then out of house. Gene is basing criteria on safety.

Gene stated that he will be using management rights.

6. Monroe Street Pit: The appeal ended today. Carter is on top of this, Gene stated. The information goes to DEP. Carter will touch base with DEP. Plymouth County Paving will be crushing material. Double lock system will be put in today.

7. Mill Street Culvert: This will take approximately one week to fix. FEMA will come down if necessary. Ben stated that it is getting much worse.
