BOARD OF HEALTH MEETING MINUTES

March 17, 2009

The meeting opened at 6:35 p.m. Lisa Cullity and Scott MacInnes were present. The Board reviewed correspondence, approved minutes, signed payroll, accounts payable voucher and septic permits.

Discussions:

Billl Hayes, 37 Oldham Street--The Board discussed Hayes’ wish to take bicycles from the Recycling Center to repair and resell them and to post a sign at the Center advertising the sale of the bicycles from his property at. The signage was denied, but the Board discussed holding useable bicycles aside at the Recycling Center until the Center closes on Sundays at 2:45 p.m. The purpose is to allow residents to take the bikes for themselves. After that hour, Hayes may take the bikes for repair and resale if he chooses.

Vacation time was approved for the Secretary.

Joseph and Laura Anderson, 14 Mill Pond Road—requested an addition of a bedroom. The septic system was originally designed for 2 bedrooms. The Andersons removed the wall between the two original small bedrooms to make one large bedroom. Cullity said since the system was designed for 2 bedrooms, there shouldn’t be a problem, but the house must remain 2 bedrooms only. As the addition would change the footprint, MacInnes moved to accept the Title 5 dated April 11, 2006 as well as the addition of the 2nd bedroom. All in favor.

Kelly Strang and Josh Sampson, 17 Beechwood Avenue--complained of neighbors at 24 Ferndale Avenue pumping water onto their property. As the water was neither septic runoff nor contaminated, Cullity informed them the Board did not have authority to pursue the issue and suggested they write a letter to the neighbor asking them to stop pumping onto their property or they will go to court to file a complaint and (2) go to the court house to file a formal civil or criminal complaint against the neighbors if the letter was ignored. MacInnes suggested they contact a lawyer for advice as to how to proceed with the matter, following State regulations. Sampson also mentioned he had observed what looked like soap suds in the water. MacInnes said he’ll take a walk on the property to observe the drainage from 24 Ferndale Avenue.

128 Mattakeesett Street—Shayne McGlone, engineer, requested the use of the septic construction permit dated October 23, 2005 be allowed as the building will be raised and a new foundation will be installed. A new set of septic plans was submitted without any changes from the original. Cullity re-signed the septic construction permit to the current date.

MacInnes moved to adjourn at 7:35 p.m. All in favor.
