BOARD OF HEALTH MEETING MINUTES
March 3, 2009
The meeting opened at 6:35 p.m. Lisa Cullity and Scott MacInnes were present. The Board reviewed correspondence, approved minutes, signed payroll, accounts payable voucher and septic permits.
Discussions:
April meeting dates: Tuesday, April 14. There will be no meeting on April 28 as it is the date of Annual Town Meeting.
MacInnes moved to accept the one year perc extension of Lot 26A (part of the divided 86 Barker Street) as presented. All in favor.
Charles Pickett, 92 Harvard Street—requested signature for a building permit to enlarge a bedroom, therefore changing the footprint of the house. Cullity explained that a Title 5 inspection is required by law when the footprint is changed. Until the Board receives a passing Title 5, the building permit cannot be signed by the BOH office. She also explained that should the system fail inspection or otherwise, the owners have up to two years to get the septic system repaired or replaced and that there are low- interest loans available. The owner was given a list of Town licensed Title 5 inspectors and septic installers.
47 Juniper Lane—variances. Local upgrade approval requests by Grady Consulting (not present):
Reduction in separation between bottom of soil absorption system and the high groundwater elevation from the required 4 feet to 3 feet.
Use of a sieve analysis where a standard percolation test could not be performed due to high groundwater. There is to be no increase in the sewage flow and no increase in the square footage of the existing dwelling that results in increase flow unless the system is brought into full compliance.
Reduction of the requirement of 12 inch separation between the inlet and outlet tees and high ground water to 3 inches.
MacInnes moved to accept the variances as requested. All in favor.
Blueberry Lane Association--septic systems discussion.

Fred Baker mentioned a letter and accompanying questions sent by the Association to the Board of Health. As he read each question, the Board answered and explained each one. Cullity told the members that the Board is willing to help them upgrade the septic systems to Title 5 compliance. She went on to explain about low interest loans. The Association was given the names of 2 organizations that offer low interest loans. Cullity mentioned a possibility of a shared system, which was of much interest to the Association. Cullity also explained that a lot of research would be involved via the

Selectmen, DPW and Conservation Commission as well as any legal requirements to see if the shared system would be feasible. Baker stated that the Association would have to draw up an
agreement as well. Cullity advised Association to not conduct Title 5 inspections until the above mentioned research has been done. A follow-up meeting will be set for a later date.
MacInnes moved to adjourn at 7:30 p.m. All in favor.
