Emergency Meeting
The emergency meeting opened at 7:00 p.m. Lisa Cullity, Chair, and Elizabeth Cytrynowski, Clerk, were present.
276 School Street—On Thursday, August 19, 2010, approximately 12:30 p.m., Lisa Cullity, Chair and acting Health Agent, was called to the address to observe the conditions that exist with the property and the resident. The caller was the niece of the property owner who passed away about one month ago. She told Cullity that her aunt invited the resident, a homeless woman, to stay with her as she had no where to go. Cullity stated she first walked the yard and found debris of all kinds – from food, clothing and boxes to mason jars and trash strewn about the yard. Cullity went inside the residence and found the same situation in every room; she could not walk through the rooms due to more piles of boxes, food, clothing, canning jars and debris. She saw droppings of some kind. The bathtub was filled with dishes and pots and pans. The resident stated she was packing, going through things, cleaning. Cullity observed the woman was unkempt and dirty, had lesions on various body parts and didn’t seem to fully comprehend what was happening. The resident felt there was no problem and refused the help from the Pembroke Paramedics who on the property to assist. Cullity went into the basement and found foul odors, filth and extreme mildew and mold due to water damage and standing water. The basement was also full of junk. Cullity noted that the property was completely uninhabitable and will be condemned. She informed all parties that the order of condemnation will be forthcoming. The niece stated that no bills associated with the property will be paid, therefore causing all utilities to be shut off. The resident will be forced to vacate the property. Cytrynowski moved to condemn the property at 276 School Street due to the inhabitable conditions that exist. One member of the Board was unable to attend, and the motion was passed.
