MINUTES OF THE SELECTMEN’S MEETING
APRIL 12, 2010
PRESENT: Arthur P. Boyle, Jr. (Chairman), Donal P. Anderson (Vice Chairman), Willard J. Boulter, Jr.(Clerk), Daniel W. Trabucco (Selectman), Diane Tobin (Executive Assistant), Steve Annear, Becca Manning, Michael Buckley, and others.
Mr. Stone and Mr. Thorne were not in attendance this evening.
The meeting was called to order by the Chairman at 6:30 p.m. and the Pledge of Allegiance was recited.
ANNOUNCEMENTS:
Historical Society: The 34th Annual Fish Fry will be held on May 2nd at the Thomas A. Reading Park at the Pembroke Herring Run from 11 a.m. to 3 p.m. Food will be by Bryantville Deli and there will be games, entertainment and a silent auction.
Circus Ticket Solicitation: McLaren Advertising will be selling Special Children’s Tickets for the Kelly Miller Circus event on the Town Green on June 25th.
DEMAND NOTICES FOR TRASH BILLS: Treasurer/Collector Kathleen McCarthy suggested that a demand cycle should be instituted on a trial basis this year to try to collect outstanding municipal user fees for trash collection before they become liens on people’s property tax bills. She explained that there are currently 1642 outstanding bills. She could do a mass mailing with a $10.00 demand fee which would cover the cost of the mailing. This would be a similar process to the already existing demand notices for excise, real estate, personal property and water bills.
Mr. Boulter moved, seconded by Mr. Anderson, to allow the Treasurer/Collector to initiate a demand cycle for billing of the municipal trash fees.
CASH MANAGEMENT UPDATE: Town Accountant Michael Buckley updated the Board on the results of the Cash Management Meeting. He reported that every department will see some reduction in FY11. The Town may not be able to do some of the borrowing items this year. The State will reduce the town’s budget by 4% which will equal a $680,000 shortfall. Some positions will not be filled and some part-time positions will be laid off. Health insurance is a major uncontrollable fixed cost. Mr. Buckley would not forecast more than $300,000 in free cash for this year.
MINUTES: The Selectmen voted unanimously in favor to accept the minutes of March 22 and March 29 and April 5, 2010 (with a correction) as prepared.
BROCKTON POWER PLANT TASK FORCE: This item will be tabled for one week until Mr. Stone can be present for the discussion.

BONNEY STREET TRAILER PERMIT: The Building Dept. informed the Selectmen that the homeowner has received notice from the Building Dept. that the temporary trailer permit is about to expire and they must advise what their plans are before any request for extension will be entertained.
DPW COMMISSIONERS: Word was received from the State Elections Office that the ballots cannot be changed at this point. Town Counsel has advised that the vacancy on the DPW Board of Commissioners must be filled by a joint appointment of the remaining two DPW members and the five member Board of Selectmen.
MINUTES OF JAN. 25, 2010: Mr. Boulter requested that the minutes of Jan. 25, 2010 be amended to reflect the accurate vote on the Pelham Street property. It was clarified that Mr. Trabucco did in fact vote in favor to put all 3 parcels into Conservation. The deed should be sent to legal to be recorded.
NEXT SELECTMEN’S MEETING: The Selectmen will meet on Tuesday, April 20, 2010 at 6:30 p.m. to go over the town meeting process with the Moderator and the Advisory Committee.
PEMBROKE MARINER/REPORTER: The Selectmen wished Steve Annear best of luck as he moves on to pursue his career in journalism.
