MINUTES OF THE SELECTMEN’S MEETING

NOVEMBER 30, 2009

 

PRESENT: Arthur P. Boyle, Jr. (Chairman), Donal P. Anderson (Vice-Chairman), Willard J. Boulter, Jr. (Clerk), Lewis W. Stone (Selectman), Daniel W. Trabucco (Selectman), John Mattison (Cable), Becca Manning (Pembroke Express), Steve Annear (Mariner/Reporter), Elizabeth Aniolewski, Charles Callahan, and others.

MULTIPLE SCLEROSIS BIKE RIDE: Mr. Anderson moved, seconded by Mr. Stone, to approve the request of the National Multiple Sclerosis Society to use the roads in Pembroke for their annual Bike Ride on June 26 and 27, 2010, subject to the approval of the Police Chief and the Fire Chief. So voted unanimously in favor.

HOUSING AUTHORITY: Mr. Anderson moved, seconded by Mr. Stone, to appoint Gregory Hanley to serve on the Pembroke Housing Authority to fill the seat vacated by the resignation of Joseph Mulkern, effective Dec. 1, 2009, until the next annual town election. So voted unanimously in favor.

Mr. Hanley will have to resign his seat on the Zoning Board of Appeals and would have to run for election to complete the remainder of Mr. Mulkern’s term to 2013.

RENEWAL OF LIQUOR LICENSES: Mr. Anderson moved, seconded by Mr. Boulter, to approve the renewal of the annual liquor licenses as presented, with the except ion the license for Family Crest Catering at the Pembroke Country Club, which is tabled until next week. So voted unanimously in favor.

OMELET FACTORY: Mr. Boulter moved, seconded by Mr. Stone, that the Selectmen have no objection to the application made by the Omelet Factory at 24 Schoosett Street to have a Keno License issued by the State.

So voted unanimously in favor.

BRITISH BEER CO: The Selectmen held a public hearing on the application of Pembroke BBC, LLC for a change of manager at the British Beer Company restaurant at 15 Columbia Road in Pembroke. Ms. Aniolowski was present and there were no persons present in objection to this request.

Mr. Boulter moved, seconded by Mr. Stone, to approve the change of manager at the British Beer Company, 15 Columbia Road in Pembroke from Richard McSheffrey to Elisabeth Aniolowski. So voted unanimously in favor.

DOG WALKING IN CEMETERIES: The Selectmen voted to send a letter to the D.P.W. Cemetery Division with a copy of the letter received from a concerned resident regarding a ban on walking dogs in the town cemeteries. The letter should ask if the DPW would be willing to say that people will no longer be allowed to walk their dogs in the town cemeteries.

TOWN ADMINISTRTOR’S REPORT:

OCPC Traffic Study: Mr. Thorne informed the Selectmen that OCPC has advised that they will begin conducting traffic studies on Oak, Elm, Spring, Taylor, Pleasant and High Streets. It will record the number of vehicles and their speed.

Trash Bill Increase: Mr. Thorne advised that the Board of Health, Recycling Superintendent and the Town Accountant are reviewing their billing and hoping to not need the additional $30.00 fee increase. The rate of transporting solid waste has increased. The Board of Health will meet with the Selectmen next week. Mr. Boyle asked Mr. Buckley about putting the trash fee on our tax bills and was told that because of the Proposition 2 ½ levy limit, the town would need to vote to allow an override. Mr. Stone noted an article in the Boston Globe which reported that Pembroke has the lowest recycle rate on the South Shore. Mr. Boulter suggested looking into curbside recycling. Mr. Stone will forward his ideas and questions to the Board of Health to review and be prepared to respond to at the Selectmen’s meeting on Dec. 7th.

CALLAHAN’S AUTO SALES: Mr. Charles Callahan was present to explain to the Selectmen that he has made great progress in cleaning up his site and is nearly in full compliance with the conditions of approval for his Class II Used Car Dealer License. No action will be taken on the renewal of this license until the final report is received from the Building Inspector.
