MINUTES OF THE SELECTMEN’S MEETING

MONDAY, FEBRUARY 7, 2011

PRESENT: Willard J. Boulter, Jr. (Chairman), Daniel W. Trabucco (Vice-Chairman), Lewis W. Stone (Clerk), Arthur P. Boyle, Jr. (Selectman), Gregory M. Hanley (Selectman), Edwin J. Thorne (Town Administrator), Diane M. Tobin (Executive Assistant), John Mattinson (Pembroke Media Broadcast), Becca Manning (Pembroke Express), Ben Bastianelli, Chester Drown, Linda Peterson, Michael Virta, and others.

ANNOUNCEMENTS: Library Trivia – Selectman Boyle reported that the fundraiser was a good time, well-attended and successful.

MCGEE PRE-OWNED: The public hearing was continued until the next meeting while the manager continues to work things out to satisfy the complainants.

MINUTES: The Selectmen voted to accept the minutes of the meeting of January 31, 2011 as presented.

RAIN BARRELS AND COMPOST BINS: Health Agent Lisa Cullity demonstrated new rain barrels and compost bins that will be offered for sale by the Board of Health at prices that are much reduced from retail. She suggested that non-profit groups may want to take on the project of taking orders for these products as a fundraiser for their group and they could receive a portion of the proceeds. Ms. Cullity suggested that a scout troop or the Mattakeesett Garden Club may be interested in this fundraiser.

OLD BUSINESS: Selectman Stone reported that Hilary Wilson will be gathering factual information on the use of the GATRA services to report to the Selectmen at a future meeting.

SNOW & ICE BUDGET: The DPW informs that the cost of snow and ice removal to date is $443,622.34 in excess of the available money that has been appropriated. Selectman Hanley noted that the Beacon magazine reports a story about the city of Quincy bidding out a “per inch” contract for snow plowing instead of per hour. DPW Commissioner Ben Bastianelli was in attendance and will look into this.

RECYCLING COMMITTEE: Selectman Stone presented to each Selectman copies of the town meeting article that was favorably voted to establish this committee. Article 23 of the October 19, 2010 Special Fall Town Meeting called for 7 or more members and was amended to allow this committee to be an advisory committee that will make recommendations to the Selectmen rather than a decision making board. The goal of the committee is to stress and encourage recycling in the community. They should promote awareness and education on recycling practices. Selectman Trabucco stated that his goal

remains to have curbside recycling and pickup and to get the landfill capped for the same amount that residents have already been paying for their municipal fees.

The Selectmen received 10 applications from interested persons to serve on this committee. Selectman Hanley moved, seconded by Selectmen Stone, that the Board of Selectmen appoint seven permanent members and 3 alternate members to the Recycling Committee as per town meeting vote. Three members will be appointed for a three year term, three members will have a two year term and one will have a one year term. So voted unanimously in favor.

AFFORDABLE HOUSING COMMITTEE: Selectman Stone announced that there is a need for volunteer members on the Affordable Housing Committee.

BOG FLOODING: Chairman Boulter asked if the DPW is looking into possibly flooding the bog at the corner of Mattakeesett and Maquan Street for ice skating. Mr. Boulter cautioned parents to keep children off the ponds until they are declared safe for skating.

FIRE MUTUAL AID: Town Counsel has contacted the Fire Chief regarding this issue.

EXECUTIVE SESSION: Selectman Stone moved, seconded by Selectman Trabucco, to go into Executive Session to conduct strategy sessions in preparation for negotiations with non-union personnel or to conduct collective bargaining sessions or contract negotiations with non-union personnel, and further to discuss strategy with respect to collective bargaining or litigation, and upon conclusion no further public business to be discussed.
